Obama: Not Strong Enough?

From the Financial Times, an opinion piece suggesting that Obama and Congress are wimping out on both cap-and-trade and health care, offering something that looks like reform in either case but actually isn't. So is the writer suggesting that we'll pay as though there were reform but not get any?
